The Mobility 4 All (M4A) program is a regional initiative by the RTA to improve transit, with a focus on people with disabilities, older adults, and individuals with limited incomes. This program aims to ensure that everyone, regardless of ability or income, has access to safe, reliable, and affordable transportation services to get where they need to go in the four-county region.

The four-county region is Oakland, Macomb, Washtenaw, and Wayne Counties, including the City of Detroit.


M4A Helps All of Us and Our Community

For many in our region, access to reliable transportation means participating in social activities, attending medical appointments, or finding employment. M4A focuses on three groups of people who have needs that other transportation services may not cater to:

M4A Plan

RTA and regional partners maintain the Mobility 4 All (M4A) plan. This plan coordinates our resources, energy, and strategies to coordinate transportation access for older adults, people with disabilities, and people with low incomes. 

UPDATE: We are currently updating the Mobility 4 All Plan. Over the fall, we gathered valuable input from residents and stakeholders via a survey and attended various gaps to understand current transportation gaps and needs. Step two of the engagement process will involve soliciting feedback on the draft recommendations.

M4A fulfills requirements laid out by the Federal Transit Administration (FTA) for a Coordinated Human Services Transportation Plan (CHSTP) and ensures the region has access to available federal and state funds. The M4A Plan is required for federal Transportation for Elderly Persons & Persons with Disabilities funding (FTA Section 5310). The goals and strategies of the M4A Plan are used to determine project selection and funding under the M4A Funding Program.


Current Coordinated Plan

“OnHand: Expanding Transportation Access Across Southeast Michigan” is the region’s most recent Coordinated Human Services Transportation Plan. The plan describes existing services and outlines a series of goals and strategies.

OnHand was led by the RTA, in collaboration with a Technical Working Group of regional stakeholders. It was published in 2020.

Funding

The M4A Program provides funding opportunities for local agencies, non-profits, and transportation providers that align with the program’s goals and meet all requirements. These grants support initiatives that enhance or expand transportation services for target populations. This program includes Section 5310 funds.
