Macomb County Representative

Jon Moore has built a career of service at the community level. He is the City Manager for the
City of Richmond, a bedroom community bridging Macomb and St. Clair Counties. It’s a position
he’s held for two decades. Moore began his tenure in Richmond as an economic development
intern, having earned a bachelor's degree in political science from Miami University in Ohio and
a Master of Public Administration from Central Michigan University. Moore is also Executive
Director of the City of Richmond Tax Increment Finance Authority as well as a voting member of
the Richmond Planning Commission. He served as the City of Richmond’s alternate delegate to
the Southeast Michigan Council of Governments (SEMCOG) and the Macomb Orchard Trail
Commission. Moore worked early in the trail’s development to ensure that Macomb County and
member communities preserved the abandoned CN rail line that would become the Macomb
Orchard Trail. Moore joined the RTA Board of Directors in 2020. He brings real-world
experience in the ways regional development and community-level quality of life can – and
should – work together.
